Program Manager, School Health Programs
Position Summary:
The Program Manager is responsible for coordinating and implementing the School Health Connection – Louisiana Public Health Institute (SHC-LPHI) programs and interventions that aim to develop, implement, strengthen, and expand the network of School-Based Health Centers (SBHCs) in the Orleans Metropolitan area. The Program Manager coordinates SHC-LPHI efforts to support the development of new SBHC clinical sites and services; promote SBHC staff knowledge and compliance with state licensure and SBHC guidelines; promote SBHC adherence to quality of care standards; and conduct programs to increase and maximize reimbursement of SBHC services; to help ensure that SBHCs are integrated into the area health systems for primary care, community mental health, and managed care. This work will be carried out through arrangement of technical assistance trainings and through administration of grant funds that are aimed at SBHC sustainability.
The SHC Manager of School Health Programs will assist with the development of school wellness programs that are best practices, and supervise the School Wellness Coordinators to ensure that current and new school wellness programs follow best practices and evidenced based interventions and are implemented to fidelity.
The Manager of School Health Programs will develop systems to monitor and ensure that funds are being utilized as stated in contractual arrangements. The Program Manager will assist with researching and preparing grant applications to expand school health programs.
Desired Qualifications and Experience:
- Masters degree in health services administration, public health or RN/BSN required or equivalent.
- Past experience in clinic management in primary care or SBHCs.
- Experience with community-based programs desirable, including working with coalitions and diverse constituencies.
- Experience with community mental health services, mental health service providers, and community health promotion initiatives such as tobacco prevention/cessation and obesity reduction strategies.
- Knowledge of federally funded programs for primary care and mental health that impact school-based health clinics.
- Experience and knowledge with best practices in school health and wellness programs, including evidence-based interventions.
- Experience with program development and evaluation of primary prevention school programs interventions.
Duties and Responsibilities:
- Keeping the Program Director informed of all developments, particularly issues that may require organizational coordination, or may bring attention to the program.
- Work with SBHC personnel, community primary care and social service providers (eg. FQHCs, children’s coalitions), and other external partners to implement quality and responsive SBHCs.
- Monitor the progress of SBHC and School Wellness Programs with respect to use of contract funds, progress with meeting program goals and objectives; clinical and primary health program and systems development. Provide direction and support to School Wellness program staff and contractors to ensure goal attainment.
- Promote that SBHCs are maximizing reimbursement.
- Work with other LPHI programs to implement various SHC components including HIT program components current information systems requirements.
- Work with other internal LPHI Divisions such as Evaluation, Communications, and Information Systems; and programs, such as Tobacco Free Living, Beacon, Teen Pregnancy Prevention, etc. to ensure coordination of efforts and reduce duplication.
- Develop operational reporting system that can be used for advisory board reporting, grant writing and other reporting requirements.

- Ability to develop a framework to manage and coordinate the development of new SBHC clinical programs.
- Ability to conduct administrative functions integral to program components (e.g. invoice processing, contract development and negotiation, budgeting, etc.), program evaluation (process, impact, outcome, and baseline data gathering), and coordination efforts
- Management, goal setting, and motivational skills for dealing with SBHC personnel.
- Skills in written and oral communications.
- Ability to learn new subject areas quickly.
- Excellence in Microsoft Applications including Word, Excel, PowerPoint, and Outlook
